The Confederation of Meghalaya Social Organisations (CoMSO) has formally requested Union Home Minister Amit Shah and the Election Commission of India (ECI) to promptly conduct a Special Intensive Revision (SIR) of electoral rolls in Meghalaya, aimed at ensuring that only legitimate citizens are eligible to vote. In a memorandum directed to both the Union Home Minister and Chief Election Commissioner Gyanesh Kumar, CoMSO chairman Roy Kupar Synrem emphasized the critical nature of this issue, particularly for Meghalaya, a sensitive border state that shares an international boundary with Bangladesh, which has historically faced challenges related to illegal immigration and the potential inclusion of non-citizens in voting lists. This situation poses a serious risk not only to the integrity of the electoral process but also to the fundamental tenets of democracy, as highlighted by Synrem’s reference to the Election Commission’s stance on maintaining “pure electoral rolls.”
Synrem underlined the grave implications that lapses in this area could have for the political rights and identities of indigenous communities, especially in a tribal-majority state like Meghalaya. He pointed out the increasing public concern regarding the authenticity of electoral rolls, particularly in border areas and regions affected by migration. In response to these apprehensions, he has called for a comprehensive, transparent, and timely verification process to restore public trust in the electoral system.
Addressing constitutional provisions and statutory requirements governing voter registration, particularly under the Representation of the People Act, 1950, Synrem asserted that voter enrollment should be restricted to eligible Indian citizens only. He warned that neglecting to purify electoral rolls by removing ineligible and suspect entries could disadvantage lawful voters, undermine democratic principles, and jeopardize the integrity of the electoral process. The CoMSO chairman reiterated the request for the Government of India and the Election Commission to initiate the SIR specifically in border districts and areas prone to infiltration, alongside enforcing strict verification protocols to eliminate questionable entries while safeguarding the rights of genuine citizens against wrongful exclusion.
