Prisons in Meghalaya are set to implement separate enclosures for transgender inmates following the passage of the Meghalaya Prison and Correctional Services Bill, 2026, by the State Assembly. Presented by Deputy Chief Minister S. Dhar, the bill recognizes the unique needs of transgender prisoners, establishing a distinct regimen tailored for them. As outlined in the legislation, provisions will be made for separate wards for both trans men and trans women, in accordance with established regulations. Additionally, the bill ensures that transgender prisoners have access to specific healthcare and psycho-social services, bolstering their well-being within the correctional system. The law further allows these inmates to participate in various correctional programs and activities. Officials emphasize that this new legislation aims to modernize the state’s prison administration, aligning it with current correctional standards while prioritizing the safety, dignity, and rehabilitation of all inmates.
