No Parallels Between ILP and MRSSA: VPP Chief

Voice of People’s Party (VPP) has criticized the modified version of the Inner Line Permit (ILP) as “misleading,” asserting that the Meghalaya Residents’ Safety and Security Act (MRSSA) and the Immigrants and Foreigners’ Act (I&FA) are fundamentally different from the ILP and should not be compared. VPP leader Ardent M Basaiawmoit emphasized that the ILP serves a distinct purpose as a regulatory mechanism that governs entry into the state, functioning prior to an individual’s arrival. In contrast, MRSSA pertains to the responsibilities of house owners regarding tenants and only applies after individuals from outside the state have taken residence. Furthermore, Basaiawmoit described the I&FA as an existing law, restructured rather than newly introduced, which governs individuals coming from outside the country. The MDA Government is engaging various stakeholders, including political parties and civil society organizations, to discuss the introduction of an ILP-like provision in the proposed Immigration and Foreigners Act 2025, aimed at addressing issues related to influx and illegal immigration.
