The Meghalaya government inaugurated the Counterinsurgency and Anti-Terrorism (CIAT) School and Integrated Police Welfare Complex in Baghmara, South Garo Hills, to enhance the state’s internal security infrastructure. Chief Minister Conrad K. Sangma, accompanied by Deputy Chief Minister Prestone Tynsong, who oversees home affairs, officiated the inauguration. This development is particularly significant for South Garo Hills, recognized as one of India’s poorest districts as per the Ministry of Panchayati Raj’s 2006 report.
Created in 1992 from the West Garo Hills, South Garo Hills covers 1,887 square kilometers and shares a 122-km border with Bangladesh. The CIAT School aims to bolster policing capabilities and support regional development. Deputy Chief Minister Tynsong emphasized that this initiative represents a continuity of vision in police efforts, equating the focus on Baghmara with that given to other districts.
The CIAT School encompasses six main components: a hospital, dispensary, officers’ mess, Junior Commissioned Officers’ (JCOs) mess, police welfare training center, sports complex, and recreational center. While the dispensary and training center are operational, the sports complex is expected to be completed soon. The project, initiated in February 2022, was led by former Superintendent of Police, Davis N.R. Marak, now an Inspector General of Police.
Strategically located in South Garo Hills due to its dense forests, challenging weather, and difficult terrain, the CIAT School is designed for advanced counter-insurgency training, with courses focusing on practical, field-oriented experiences led by officers with real-world operational exposure. The government envisions the institution as a center of excellence, enhancing the preparedness of security forces to address emerging internal security challenges effectively.
