Uncertainty Over ILP in Meghalaya Draws Sharp Reaction from KSU

Lack of clarity from the Centre regarding the implementation of the Inner Line Permit (ILP) in Meghalaya has frustrated the Khasi Students’ Union (KSU), which has been advocating for its extension for nearly six years since the Meghalaya Legislative Assembly unanimously passed a resolution on December 19, 2019, urging the central government to act. KSU president Lambokstarwell Marngar highlighted the absence of any response from the central government despite persistent protests and demands by the union. He expressed uncertainty about whether the delay stems from the state government’s lack of seriousness or the central government’s unwillingness to extend the ILP.

Marngar noted that the KSU attempted to engage in dialogue with central government ministers, yet there has been no fruitful outcome concerning the issue. Additionally, Marngar raised concerns about the Meghalaya Residents Safety and Security Act (MRSSA), in effect since 2016, alleging that the state government has not provided clarity on the implementation of this Act either. He emphasized that the state government’s response has consistently been that the matter is “under examination by the Government of India.”

Marngar cautioned that the postponement of the implementation of laws designed to protect Meghalaya’s indigenous people could jeopardize the state’s demographic integrity and identity. He stressed the urgent need for decisive action regarding the ILP and MRSSA to safeguard the interests of the indigenous population, underscoring the importance of addressing these long-standing issues effectively and promptly.
