The second edition of NITI Aayog’s report shows that all Northeastern states, except Manipur, have made notable progress in sustainable development during 2023-24, an improvement from 62% in 2021-22. Meghalaya emerged strong, with 83.33% of its districts performing above the national average, particularly East Khasi Hills and East Jaintia Hills. Sikkim and Tripura maintained their record of 100% front-runner districts, while Mizoram joined their ranks. The report emphasises the index’s role in identifying development gaps, offering actionable insights, and supporting targeted interventions for efficient resource allocation. Developed by NITI Aayog and the Ministry of Development of North Eastern Region (MDoNER), with technical support from UNDP, the index evaluates district-level progress across 17 Sustainable Development Goals (SDGs) using 84 indicators.

It sources data from central ministries and state departments. The report credits the improvement to national flagship programmes and initiatives like the Aspirational Districts Programme, offering a roadmap for achieving the SDGs by 2030.
